Since 1991, Ms. Fraser has practiced immigration law at Miller Mayer, LLP where she is currently a partner. Ms. Fraser practices in the area of immigration law. She represents physicians, engineers, teachers, and other highly trained professionals as well as hospitals, colleges, IT companies, and religious organizations in the pursuit of work authorizations and other immigration benefits. She is a member of the New York State and Tompkins County bar associations, and the American Immigration Lawyers Association. She is admitted to the bar in New York and Connecticut, and the U.S. District Court for the Northern District of New York.
Hilary received a B.A. in Chinese History from Middlebury College in 1982. Following college, she lived and worked in Taiwan and the People's Republic of China, where she learned Mandarin Chinese. From 1984 to 1988, she worked in New York City for several non-profit organizations on China-related and environmental issues. She received her J.D., cum laude, from Cornell Law School in 1991. At Cornell, she was an editor of the Cornell Law Review, President of the Public Interest Law Union, and won the American Immigration Lawyers Association’s writing competition for her article on H-1B professional and temporary workers.
