With limited exceptions, issuance of U.S. non-immigrant visas occurs exclusively at U.S. consulates abroad.
To obtain visa issuance, an applicant must:
1) book an interview/appointment at a U.S. consulate;
2) complete on-line forms to print and present at interview;
3) pay visa issuance fees at a designated bank, post office or consulate, presenting fee receipts at interview, and
4) wait for return of passport with visa following interview.
